Geography sets the stage, but it’s people, and what they know how to do, that actually convert a country’s terrain into national power. The second cluster of tangible factors shifts the focus from land to population and to the human capital – education, science, and technical skill – that determines how much a country actually gets out of the land and resources it holds.
Population: Strength, With a Catch
A large population is, almost universally, treated as a marker of national strength – China’s population of well over a billion has been central to its rise as a major power, while Australia, despite its enormous territory, remains comparatively underpopulated and correspondingly limited in the raw human capacity it can draw on. But a large population is only an asset when it’s matched by the resources and wealth needed to actually support it; a country whose population outstrips its capacity to feed, house, and employ that population ends up weaker rather than stronger, not the reverse. That mismatch has a genuinely dangerous side effect, too: some densely populated states, unable to meet their own population’s needs within their existing borders, have historically turned toward militarist or expansionist policy as a way of seizing resources and territory from smaller, weaker neighbors – population pressure, in other words, is not just a domestic policy problem, it’s a recurring driver of aggression in international relations.
Education and Technology: The Real Force Multiplier
A nation’s investment in education and technological development does more to determine its actual power than almost any other single factor, because scientific and technical progress is what lets a country convert its raw human and natural resources into genuine capability – including military capability. States with stronger educational and technological bases now exert disproportionate influence in international politics compared with states that haven’t reached the same level of scientific development, and the connection between the two runs in both directions: better education produces better technology, and better technology, in turn, produces the kind of advanced weapons systems and industrial capacity that translate directly into national power. Education and technology are often described as the two wings that lift a nation’s overall welfare, and the postwar records of the Soviet Union, the United States, and, most strikingly, Japan bear that out: Japan rebuilt itself into a major global power in the decades after the Second World War with comparatively modest natural resources, relying instead almost entirely on the strength of its educational system and its technical and scientific development.
